The continent\u2019s <\/span>inability to deliver on its own commitments <\/span><\/i><\/b>further complicates the situation. In 2001, African Union (AU) member states signed the Abuja Declaration, promising to allocate at least 15% of their annual budgets to health.<\/span><\/p>

Yet more than two decades later, <\/span>only three countries<\/span><\/i><\/b>, <\/span><\/i><\/b>Rwanda, Botswana, and <\/span>Ca<\/span>pe<\/span>\u00a0<\/span><\/i><\/b>Verde<\/span>, <\/span>consistently meet this goal. well short, with over 30 member countries <\/span>investing under 10%, and some as low as 5\u20137%. <\/span><\/i><\/span>As Africa CDC bluntly puts it, <\/span>\u201cWe are seeing political commitment not translating into fiscal prioritization,\u201d<\/span><\/i><\/span> driving a wedge between continental vision and the practical resourcing required for transformation.<\/span><\/p>\n

Another area of concern raised by the Africa CDC is the weak policy infrastructure surrounding domestic health financing. <\/span>Only 16 of the 55 AU member states<\/span><\/i><\/span> currently have both a National Health Development <\/span>Plan (NHDP) and a National Health Financing<\/span>Plan<\/span> (NHFP) in place<\/span>, <\/span>documents essential for <\/span>long-term investment strategy, donor coordination, and internal revenue mobilization.<\/span><\/i><\/span> The report warns, <\/span>\u201cWithout a robust national financing roadmap, even the most ambitious health targets will remain aspirational.\u201d<\/span><\/i><\/span><\/p>\n

This spike includes outbreaks of Mpox, Marburg, cholera, measles, and Ebola. In areas like the Sahel, Eastern DRC, and Sudan, overlapping humanitarian crises<\/span>, <\/span>driven by conflict, displacement, and climate impacts<\/span>, <\/span>have further overwhelmed already stretched health systems. <\/span>\u201cThe continent\u2019s response capacity is now defined more by improvisation than by institutional readiness,\u201d <\/span><\/i><\/b>the strategic document observes with concern.<\/span><\/p>\n

Climate change, shifting disease patterns, and geopolitical unrest are redefining the nature of health risk across Africa. The Africa CDC points out that <\/span>\u201chealth threats can no longer be siloed from climate, migration, and security challenges,\u201d <\/span><\/i><\/b>calling for an integrated, multi-sectoral financing approach.
